
Rachel See helps advocates, corporations, and individuals cut through the noise in a shifting regulatory, political, and social environment. With over two decades at the intersection of law, technology and civil rights, Rachel has led policy, litigation, and operational initiatives in both the federal government and the private sector.
Currently based in Porto, Portugal, Rachel’s professional consulting practice focuses on global AI regulation, compliance, and risk management, focusing on AI systems being used for employment decisions.
From 2023-2025, Rachel was Senior Counsel at Seyfarth Shaw, based in Washington DC, where she applied her perspective as both a former government regulator and business leader driving change and managing legal risk at the intersection of artificial intelligence, law, and government regulation.
Previously, Rachel spent over 12 years in public service, leading policy, enforcement, and operational initiatives at both the US Equal Employment Opportunity Commission and the National Labor Relations Board. She previously served as an EEOC Commissioner’s Senior Counsel for AI and Algorithmic Bias, where she led initiatives emphasizing the applicability of employment discrimination laws to the use of artificial intelligence (AI) and working to educate lawyers and human resources professionals regarding the applicability of civil rights laws to AI and other technologies. Her previous roles at the EEOC included being the EEOC’s Acting Executive Officer, a Special Assistant to the EEOC Chair, and the EEOC’s Assistant General Counsel for Technology.
At the National Labor Relations Board, in addition to representing the agency in its response to complex Congressional oversight requests, Rachel led the NLRB General Counsel’s nationwide subpoena-enforcement program in high-profile joint-employer litigation against McDonald’s and other high-profile enforcement matters.
Before entering government service, Rachel spent a decade in private practice at AmLaw 200 law firms, where she gained jury trial and other complex civil litigation experience and achieved national recognition as an expert in cutting-edge electronic discovery issues.
Rachel received her undergraduate degree from Yale University and her law degree from the Duke University School of Law. She is only admitted to practice law in Ohio.
